Randy J. Mire, Pharm.D
CEO and Founder
Randy J. Mire is the Founder and Chief Executive Officer of Capitol Wellness Solutions. Randy has a singular focus, to give the people of Louisiana the highest pharmaceutical care possible. He has been involved in the pharmacy business since 2007. In a little over a decade, he has obtained multiple pharmacies and other health care related businesses that he oversees on a daily basis. Randy has always made sure his pharmacies achieve the highest standard of accreditation on both state and national levels. He believes achieving a high standard will allow the patients and their providers the best possible pharmaceutical care.
Randy expects a high standard of certification from his businesses and himself. He earned a Bachelor’s degree from Loyola University New Orleans while at the same time becoming a commissioned Army officer at Tulane University. Randy continued his education at Xavier University in New Orleans, obtaining a Doctorate of Pharmacy degree. He never stops expanding and expecting greatness of himself. Randy is now licensed in multiple states and is the Chief Executive Officer of a rapidly expanding pharmaceutical business that also caters to new and exciting ways to care for his patients. He believes that, along with traditional medicine, there is great potential for medical marijuana to increase his patient’s overall wellbeing. Randy will not be satisfied until all areas of pharmaceutical medicines are available to his patients on a local, state, and national level.
Randy enjoys spending time with his wife, Kanoa Jo Mire, and two children. They enjoy the endless possibilities the great state of Louisiana has to offer.
TJ Woodard, Pharm.D
Staff Pharmacist
TJ Woodard is a staff pharmacist at Capitol Wellness Solutions. In 2013, TJ and his wife opened their first pharmacy, Prescriptions to Geaux, in Downtown Baton Rouge. It was through this experience that TJ saw a true need for additional pharmaceutical options, including Medical Marijuana. TJ began researching the best available options in Medical Marijuana, and joined the team of Capitol Wellness Solutions in the Fall of 2017. TJ, with the team of CWS, is dedicated to safely and professionally providing this truly beneficial therapy to those patients who are desperately in need of it.
TJ received his Doctor of Pharmacy (PharmD) from The University of Louisiana at Monroe in 2007, and his Master of Business Administration (MBA) from LSU in 2011. TJ serves on the Board of Directors of both the Louisiana Independent Pharmacies Association (LIPA) and Louisiana Pharmacists Association (LPA).
Outside of work, TJ enjoys spending time with friends and family (Aimee, and their three children, Lilly, Lola, and Wesley), traveling, and playing/watching golf and tennis. TJ is an active parishioner of St. Aloysius Catholic Church, where all three of his children also attend school.
TJ believes in the power of medicine to help his patients live better lives. One of his favorite quotes is: “Surround yourself with good people, and good things will happen.”
Amy Nguyen, Pharm.D
Owner Managing Officer
Amy Nguyen is the Owner Managing Officer for Capitol Wellness Solutions. She is primarily responsible for ensuring compliance with the laws and rules pertaining to the operation of a pharmacy.
Amy studied pharmacy at Xavier University College of Pharmacy in New Orleans, Louisiana and obtained her Doctorate of Pharmacy degree in 2012. In her time holding an active pharmacist license in the state of Louisiana, she also holds additional licenses in multiple states.
Amy enjoys her leisure time by exploring new destinations as well as trying different restaurants with her family and friends.
Elma De Wit Swanepoel, Pharm.D
Pharmacist in Charge
Elma De Wit Swanepoel is the Pharmacist in Charge of Capitol Wellness Solutions.
Elma has been a pharmacist at Capitol Wellness Solutions since 2019. Since earning her pharmacist degree in 1986, Elma has been providing the highest degree of service possible to her patients. Her passion for homeopathic medicine, medical marijuana, vitamins, and other natural solutions has helped her achieve a more balanced medicinal approach that benefits her patients in more ways than modern medicine can achieve alone.
In 1986, Mrs. Swanepoel started practicing as a pharmacist in her own pharmacy in Lethabo, South Africa. This is where she started noticing a need for natural, homeopathic ways to complement modern medicine. In 2002, Elma immigrated to the United States to practice pharmacy at a chain store. She earned recertification through FPGEC and NAPLEX, receiving a Doctor of Pharmacy license from the Louisiana Board of Pharmacy, as well as holding a pharmacist license in Texas. In a few short years, she quickly rose to the position of Pharmacist in Charge in 2006. From 2006-2019, Mrs. Swanepoel was deeply involved in the development of various chain store pharmacies in Baton Rouge. Elma was highly recruited by the Capitol Wellness team, and since September 2019, she has befitted herself as an invaluable team member through her vast knowledge of medicinal marijuana, THC, CBD, and other natural, holistic medicines. She is passionate about the possibilities that medical marijuana has to offer for her patients.
Outside of work, Elma enjoys spending time with her husband, her children, and her grandchildren. Her hobbies include cooking, painting, stained glass work, and gardening. Mrs. Swanepoel lives her life by the Golden Rule of Leviticus, paraphrased to read “Do unto others as you would have them do unto you.”
Michael Dufour, Pharm.D
Staff Pharmacist
Mike knew that conventional medicine was important in keeping people healthy. But he became interested in more natural and unique ways to treat a variety of medical conditions. When he discovered the numerous, wonderful benefits of therapeutic marijuana, he knew he wanted to be part of this movement. Mike was encouraged and touched by the people he spoke with — people whose lives have changed for the better because of medical marijuana, where other therapies either failed or didn’t do enough. He is very excited for the opportunity to bring all the benefits that cannabis has to offer to our patients.
Away from work, Mike enjoys spending quality time with his family, including his lovely wife, three wonderful sons, and his precious granddaughter. He loves grilling, listening to music, and playing and watching sports. During the fall, Mike is sure to be cheering on his beloved New Orleans Saints and LSU Tigers on the football field.
Mike is an avid meditator. He lives his life by the mantra: “Be the change you want to see in the world”.
Hieu Luu, Pharm.D
Staff Pharmacist
Hieu is a Staff Pharmacist at Capitol Wellness Solutions. Hieu knew he wanted to become a pharmacist in his sophomore year of high school. Chemistry was his favorite subject which made it an easy choice for him. He graduated alongside his wife from Xavier University of Louisiana College of Pharmacy with his PharmD degree in 2012. After graduation he worked at the big retail chains, but felt he was missing a connection with his patients. Since joining the Capitol Wellness team, he has found a sense of purpose and happiness being able to consult with patients and see the improvement in their physical and mental health after a short time with their marijuana therapy.
Hieu is a third generation Vietnamese-American born and raised in New Orleans. He has two daughters who keep him on his toes daily and who are his world. In his leisure, he enjoys spending time with his family, travelling, and trying new restaurants. His hobbies are bowling, watching sports, and mobile games.
Michael Maylon
Chief Operations Officer
Michael Maylon, Chief Operations Officer for Capitol Wellness Solutions. As a member of the Capitol Wellness Solutions team, Michael leads the day-to-day operations and manages the company’s information systems. He continues to support the company by directing special projects, including being an integral part of the company’s compliance development.
Michael is currently the Chief Operation Officer for Gem Drugs and other pharmacies within the organization. Gem Drugs is a specialty pharmacy in Louisiana that supplies custom products to patients across the country. Michael also oversees the accreditation of the specialty pharmacy on both state and national levels. Gem Drugs has 4 distinct levels of accreditation from Accreditation Committee for Health Care and one national certification with the National Association of Boards of Pharmacy.
Maylon holds a B.S. degree in Behavioral Management from Southeastern Louisiana University and a M.S degree from Louisiana State University. He holds the designations of Accredited Safety Professional from the Board of Safety Professionals and an Associate Professional Risk Manager from the PRIMA Institute.
In 2017, he was recognized by Pharmacy Development Services for Outstanding Leadership within the pharmacy industry.
He and wife Jeanne Maylon were married in 2009 and are the proud parents of their son Justin.
